CHAIRMAN OF THE MEMBERS' COUNCIL
Mr. Vu Quang Dong was appointed Chairman of VCBF’s Members’ Council in April 2024.
Previously Mr. Dong was VCBF’s General Director and a Member of the Members’ Council.
Mr. Dong began his career working with the Joint Stock Commercial Bank for Foreign Trade of Vietnam (“Vietcombank) in 2002. Before he was appointed as VCBF’s General Director, Mr. Dong had served as the CEO of Vietcombank Securities Company Ltd (“VCBS”) from 2012.
Mr. Dong holds both a PhD in Financial Economics and a Master of Economics from Georgetown University, USA, a Master of Economics from Hanoi National Economics University, and a Bachelor of Economics from Hanoi Foreign Trade University.
VICE CHAIRMAN OF THE MEMBERS' COUNCIL
Avi Satwalekar is President of Franklin Templeton Asset Management (India) Private Limited. In this capacity, he is responsible for leading Franklin Templeton's retail and institutional business in India.
Previously, Mr. Satwalekar was the Country Head of Malaysia and Chief Executive Officer (CEO) of Franklin Templeton Asset Management (Malaysia) Sdn. Bhd, and was responsible for developing the retail and institutional business in Malaysia. Mr. Satwalekar was previously the CEO and CIO for Vietcombank Fund Management based in Ho Chi Minh City. He oversaw the combined business and investment activities of the group and under his leadership, Franklin Templeton was one of the first asset managers to launch an open-ended retail fund in Vietnam in 2013. Prior to his role in Vietnam, Mr. Satwalekar was a vice president, portfolio manager and research analyst for Franklin Portfolio Advisors (FPA), a division of FTPA. He was a member of the Franklin Small Cap Growth portfolio management team and was the lead manager for the private small cap accounts for FPA. Before that, Mr. Satwalekar was a vice president and research analyst for Franklin Equity Group. He specialized in research analysis of the computer software industries and IT service companies.
Mr. Satwalekar continues to serves as Vice Chairman for Vietcombank Fund Management and is a board member of Franklin Templeton Asset Management (Malaysia) Sdn. Bhd. He is also member of the Board of Directors of Association of Mutual Funds in India (AMFI). Mr. Satwalekar joined Franklin Templeton in 1996 as a management trainee working on Franklin Convertible Securities Fund from March 1997 to June 1998. Prior to Franklin, he worked for DSP Merrill Lynch in the Debt Origination Group.
Mr. Satwalekar received a bachelor of commerce from the University of Bombay, India and an M.B.A. in finance from The Wharton School at the University of Pennsylvania. He is a Chartered Financial Analyst (CFA) charter-holder and a member of the CFA Institute and the CFA Society of San Francisco (CFASF).
MEMBER OF THE MEMBERS' COUNCIL
Mr. Bucaro has served as Member of the Members’ Council since June 2023.
He is currently the Head of Retail Asia for Franklin Templeton Capital Holdings. Prior to this posting, he was Chief Executive Officer Singapore at BNP Paribas Asset Management.
Mr. Bucaro holds a Master of Science in Investment Management degree from Cass Business School, UK.
MEMBER OF THE MEMBERS' COUNCIL
Ms. Doan Hong Nhung is a Member of VCBF’s Members’ Council and was the Vice Chairwoman from April 2022 until April 2024.
Ms. Hong Nhung is currently the Head of the Retail Division of Vietcombank and has worked for the bank for over 10 years. In this time, she has received numerous honors for her outstanding working achievements, including the Certificate of Merit from the Prime Minister of Vietnam, as well as Certificates of Merit from both Vietcombank’s Board of Directors and the General Director.
Ms. Hong Nhung has a Bachelor’s Degree majoring in International Economics and a Master’s Degree in International Economic Relations from the University of Konstanz, Germany.
CHIEF ADMINISTRATION OFFICER
Mr. Bukart joined VCBF in April 2006 and is based in the Ho Chi Minh Office.
Mr. Burkart has spent much of his professional career in banking in Vietnam, and had worked primarily for the representative office of BHF-Bank, which was part of the ING Group from 1998 to 2004. He was elected to leading roles in the German and European Business Associations. Prior to moving to Vietnam, worked with BHF-Bank in Frankurt for the banks' emerging market business in South Asia.
Mr. Burkart holds a Master degree in Economics from the University of Bonn, Germany.
DEPUTY GENERAL DIRECTOR, MEMBER OF THE MEMBERS’ COUNCIL
Mr. Bui Sy Tan was appointed Deputy General Director of VCBF in February 2016 and is a Member of the Members’ Council .
Mr. Tan began working with Vietcombank in 2001. He worked for five years in credit management and in the treasury department, and nine years in the capital management as Deputy Head of Vietcombank’s Investment Department.
Mr. Tan holds a Master of Business Administration degree from the University of Leeds, United Kingdom, and a Bachelor’s degree in Banking and Finance from the Hanoi National Economics University.
CHIEF EXECUTIVE OFFICER
Mrs. Nga was appointed as the Chief Executive Officer of VCBF in April 2024.
Before becoming the CEO, Mrs. Nga had been the Deputy Chief Executive Officer since 01 March 2022, in charge of marketing and investment. Mrs. Nga was supervising VCBF’s investment team and responsible for all equity investments. She is also a member of the Investment Committee which approves all fixed income investments of VCBF’s funds and mandates. She had taken the Chief Investment Officer role of VCBF since July 2018.
She had managed discretionary mandates for institutional investors since 2010, for which she devised the mandates’ investment strategies and asset allocations, and made investment decisions for each portfolio based on the respective investment policy statement. In addition, Mrs. Nga had been a member of portfolio management team for all VCBF’s open-ended funds since VCBF launched its first open-ended fund in 2013. Before that, as the company’s head of research, she worked directly with analysts in research idea initiation, sector review, company valuation and investment recommendations.
Mrs. Nga joined VCBF in 2006 as an investment officer in private equity team. Before that, Mrs. Nga was with Deloitte Touche (Vietnam) for nearly five years as Senior Auditor and Senior Financial Advisor, in charge of and involved in audits and advisory assignments for foreign-invested companies in various industries and large state-own enterprises such as PetroVietnam and Electricity of Vietnam.
Mrs. Nga holds a Master of Commerce (Advanced) degree from the University of Queensland double two majors in Applied Finance and Professional Accounting. She also earned a Bachelor of Economics degree from the National Economics University with a major in Accounting and Auditing. Mrs. Nga is a Chartered Financial Analyst (CFA) Charterholder.
CHIEF INVESTMENT OFFICER
Ms. Kim Anh started overseeing all investment activities of VCBF in March 2024.
Since 2016, Ms. Kim Anh has been managing fixed income portfolios and co-managing mutual funds.
Ms. Kim Anh joined VCBF in June 2006 covering Beverage, Port and Logistics, Steel and Real Estate sectors. Between 2009 and 2014, she was Investment Manager and then Portfolio Manager, responsible for all aspects of the investment process for the three institutional private equity funds.
Before joining VCBF, Ms. Kim Anh was a senior investment consultant with InvestConsult Group, a local investment consulting group, for six years.
Ms. Kim Anh holds Master of Economics in Banking and Finance degree from a post-graduate program, jointly offered by ESCP-EAP and University of Paris Dauphine and Bachelor of Applied Science, Property Economics degree from Queensland University of Technology, Australia.
CHIEF ACCOUNTANT
Mrs. Tran Thi Ha Linh joined VCBF in February 2006.
She has been appointed as Head of Operations Department of VCBF until May 2017. Since April 2022, she has been appointed as Chief Accountant of VCBF.
Before joining VCBF, Ms. Ha Linh used to work as a Controller at Vietnam Foreign Trade Joint Stock Commercial Bank Securities Company (VCBS).
Mrs. Tran Thi Ha Linh holds a Master's degree in Accounting - Auditing from the National Economics University (NEU) and a Fund Management Certificate issued by the State Securities Commission.
HEAD OF BUSINESS DEVELOPMENT
Mr. Pham Quang Hung was appointed as Head of the Business Development Department of VCBF in 2017. He is currently managing all business development activities of VCBF, including network and partnership, sales activities, customer service and marketing. He is also in charge of information technology infrastructure development of VCBF.
Mr.Hưng was a senior expert at Vietcombank Securities Company (VCBS) with 11 years of experience, of which 05 years as a Deputy Head of Human Resources and Training Department cum Assistant to the CEO of VCBS, 05 years as a Senior Specialist in Information Technology and 01 year as a Corporate Finance Consultant.
Mr. Hung holds a Bachelor's degree in information technology and a Master's degree in Finance, Banking, and Insurance
DEPUTY CHIEF INVESTMENT OFFICER
Mr. Vinh Nguyen currently serves as Deputy Chief Investment Officer at VCBF. Mr. Vinh Nguyen joined VCBF in 2008 as Investment Analyst in the Alternative Investment team. He then joined the Public Equity team in 2014 where he covered companies in various sectors such as Retail and Telecommunications. In 2015, he was promoted to Head of Research and Assistant Portfolio Manager.
Before VCBF, Mr. Vinh Nguyen was an auditor at PricewaterhouseCoopers Vietnam where he covered clients in the food and beverage and insurance sectors.
Mr. Vinh Nguyen earned his Master of Business Administration at the University of British Columbia. He is a Chartered Financial Analyst (CFA) charterholer and a fellow of the ACCA (UK).
HEAD OF RESEARCH
Mr. Nguyen Hoang Linh joined VCBF in 2013 as an Equity Research Analyst in the asset management team, covering shipping, construction materials & construction service, utilities, oil & gas. Mr. Nguyen Hoang Linh was promoted to Associate Research Manager in August 2018 and has been serving as an acting Head of Research, supervising works of the Research Team since then. In July 2019, Mr. Linh officially became Head of Research.
Prior to joining VCBF, Mr. Linh worked for Sacombank in one year as a Credit Officer, responsible for the credit analysis in the sectors of industrial manufacturing.
Mr. Linh holds a Master of Science degree in Investment Analysis from the University of Stirling, UK, and a Bachelor degree in Finance and Banking from the University of Economics, Vietnam. He passed the Chartered Financial Analyst (CFA) Level 2 examination in June 2013.
